Statistics

The Emergency Management Department of the Velocity Interoperability Network publishes statistics on the matters by which its work can be judged: incidents recorded and how long they took to close, exercises held and the findings they produced, the number of trained responders, the currency of the plans in the register, and the number of addresses registered to receive Network alerts.

This first release covers the transition period from 10 August to 5 September 2026, during which member organisations transferred their emergency arrangements to the Department, and records the position at establishment on 6 September 2026. The figures are drawn from the logs kept at each site under the interim arrangements, from the exercise records, and from the Department's own registration records. Figures for the transition period are provisional and will be revised in the next release where late returns are received.

Two cautions should be read with the figures. First, the interim logs were not kept to a common standard before 10 August 2026, so no comparison with earlier periods is possible. Second, an incident is counted when it was recorded, not when it began; three of the incidents below had been running for some hours before a log was opened.

Incidents by cause. Median duration is measured from the opening of the log to the closure of the incident. The structural defect at Eastfield Campus was closed after thirty-one hours because the building was kept out of use pending inspection; a single incident of that length is the reason the table gives the median rather than the mean.

Incidents by site. The Network alert levels do not come into force until 7 September 2026. The level given below is the level at which the interim site arrangements were operating, mapped onto the Network scale so that the period can be compared with those that follow; no site reached the equivalent of Emergency. Findings arising are those recorded at incident review and carried into a plan.

Exercises and their findings. Nine exercises were held during the transition period. Exercise Meridian was the largest and the only one to involve two sites; its findings are set out in full on the Response page. Two exercises produced no findings; the Department regards this as a criticism of the exercises rather than a compliment to the plans.

Trained responders and plan currency by site. Every member of a site response team completed the Department's training during the transition period. The date given is the date on which that site's emergency plan was last reviewed.

Next release. The Department will publish statistics quarterly. The next release, covering the quarter ending 30 September 2026, will be published in October and will include the findings of Exercise Northgate II, to be held at Northgate Relay on 13 October 2026, together with the first figures for the time taken to warn a whole site against the five-minute standard.
